Reduced Parking Downtown

It's been nearly a year since our first open house in Downtown for Off the Grid and there are now 14 Downtown spaces serving as studio and exhibition space for artists in our community.  Off the Grid has been tremendously successful both for artists and for property owners.  We have continued to work to find additional spaces for the program and will host an open house on: Thursday, July 22 from 5 p.m. to 8 p.m. at 214 N. Hogan St., Suite 120  Off the Grid is a partnership between artists, property owners, Downtown Vision, Inc. and the Cultural Council of Greater Jacksonville.  Off the Grid facilitates introductions between Jacksonville artists and Downtown property owners in an effort to activate vacant spaces in the urban core with artistic energy and provide artists with much needed work and exhibition space.  Special thanks to artist Jim Draper, who inspired this project. Water Street Garage Lowers Rates The City of Jacksonville has lowered parking rates at the Water Street Garage for all new and current customers. New rates are as follows: Unreserved monthly parking: $50 Reserved monthly parking: $90 Downtown businesses arranging parking for more than 100 spaces are eligible for an additional 10% discount. Andrew Jackson Moves to Laura Street; Construction Progresses Construction on the Laura Street Improvement Project is progressing.  The Andrew Jackson statue was recently relocated from its placement in front of The Jacksonville Landing to the center of the new roundabout at Laura Street and Independent Drive.  The roundabout at that intersection is now open to accommodate eastbound and westbound traffic, providing access to the Main Street Bridge, Jacksonville Landing drop-off lane and loading docks and the MODIS building drop-off on Independent Drive.  Jacksonville Economic Development Commission Deputy Director Paul Crawford noted that while the ride on the roundabout is rougher, it was designed to slow vehicular traffic and make the area more pedestrian-friendly. Construction is expected to begin north of Bay Street in early August (contingent on weather and unforeseen conditions). Commuter Alert: I-10/I-95 Traffic Pattern Changes By Monday, July 26, new traffic patterns will be implemented for I-10 eastbound vehicles at the merger of I-10 and I-95.  I-10 eastbound to I-95 northbound at the Downtown exits Traffic on I-10 eastbound going to I-95 northbound toward Downtown will utilize a new flyover ramp to the Downtown exits. This includes opening a new exit at Forest Street to Downtown for traffic coming from I-10 eastbound.  I-10 eastbound to I-95 southbound Traffic on I-10 eastbound going to I-95 southbound will split from the left side of the roadway instead of the right.  The on-ramp from U.S. 17 (Roosevelt Boulevard) to I-10 eastbound Eastbound traffic on I-10 from U.S. 17 (Roosevelt Boulevard) will stay in the same lanes heading to I-95 northbound or southbound. The new pattern will eliminate the need to change lanes or weave across I-10 eastbound to access I-95 north or south.  The on-ramp from Stockton Street to I-95 northbound This ramp will reopen. It had been closed since June 2009 for construction.   Click here for a map of the traffic pattern changes.  The preparation and finishing work for these changes will start this weekend and should be implemented by Monday, July 26. The timetable for the traffic switches could be delayed slightly in the case of inclement weather. These changes will be permanent and are part of the $152.6 million I-10/I-95 interchange reconstruction project which started in February 2005. All traffic movements should be in place by this fall. The remaining permanent movements to open near the end of the project are the I-95 southbound mainline route towards the Fuller Warren Bridge, the new off ramp from I-95 to Forest Street and an on ramp from Forest Street to I-10 westbound and U.S. 17 southbound.  For more information, contact the Florida Department of Transportation at (904) 360-5457. The 2009 State of Downtown report is now available online.  Within this report, you will find information and analyses of Downtown trends in development, residential, retail, employment and more.  Click here to download a complete copy of the 2009 State of Downtown report.  While 2009 was a tough year economically, there is some good news to report about Downtown Jacksonville:  - More than $500 million in capital projects are currently under construction (primarily public infrastructure improvements). - Despite the economy, the number of visits to Downtown did not decline. - Four new nightlife venues opened in the last year, including City Hall Pub, Dos Gatos, Lit and The Sinclair, significantly contributing to the growing entertainment district along Bay, Adams and Forsyth Streets. Downtown Development News Marble Bank Trio/The Bank Hotel Developers have announced plans to purchase and renovate the historic Marble Bank Trio (Marble Bank building, Bisbee building and Florida Life building) and the former Barnett Bank building.  Plans include a 120-room boutique hotel called The Bank Hotel, rental apartments, retail space, an upscale restaurant and a 248-space parking garage. Wolfson Children's Hospital/Adult Tower Baptist Hospital is developing a new facility to replace the aging east wing of Baptist Hospital.  The proposed development will include a 350,000 square foot facility composed of six floors for a children's hospital, five floors for an adult hospital and a penthouse to house elevator and mechanical services.  Included in the project are $3 million in public improvements paid for by Southern Baptist Hospital, including streetscaping on Palm Avenue and widening Prudential Drive to four lanes between Palm Avenue and the river.  Farah & Farah Offices The Law Offices of Farah and Farah is proposing a renovation to the façade of 10 W. Adams Street and the addition of a courtyard for employee use on Main Street.  Plans include modifying the building entryway, installing new storefront windows along Main and Adams Streets, and developing a screened, landscaped courtyard on the vacant lot next to the building on Adams Street.  Treaty Oak Park Improvements The City of Jacksonville is proposing several improvements to upgrade Treaty Oak Park, including redecking the area under the tree, relocating picnic tables and benches, moving and reconstructing sidewalks, adding landscaping and skate art and enhancing lighting.  Construction is expected to begin in July 2010 and last approximately 90 days. Laura Street Improvements Construction of the roundabout on the south end of Laura Street is nearing completion.  Following the installation of crosswalk pavers, the construction of a pedestal for the Andrew Jackson Statue and the relocation of the statue, construction will progress north to the block between Forsyth and Bay Streets. Downtown Vision Works with City to Address Parking Concerns for Downtown Businesses Downtown Vision has been working with the Mayor's Office and the Public Parking Division to address Downtown parking concerns.  In response to concerns, the City of Jacksonville has: - Modified signage in public garages to make it clear that hourly and daily parking are available. - Granted permission for the use of the Courthouse parking lot and the public parking lot on the southwest corner of Forsyth and Main Streets for free weekend parking to help support Downtown entertainment venues. - Provided Passenger Drop-Off Zones along Bay Street to support entertainment venues. Additional projects we are working on include the addition of street parking along Riverplace Boulevard to support retail, residents, businesses and public spaces and reviewing the ability to add valet parking zones in Downtown. "No Panhandling" Signage Installed Downtown The City of Jacksonville, at the request of Downtown businesses, has installed 25 new "No Panhandling" signs throughout Downtown.  Placed in highly traveled pedestrian corridors, the signs are a reminder that panhandling is illegal in Downtown and include the Jacksonville Sheriff's Office non-emergency number to report panhandling incidents.  Downtown Vision encourages citizens to say "no" to panhandlers.  Free meals, shelter and services are available at numerous social service agencies in Downtown. Free Parking For Summer Interns Does your Downtown business have summer interns?  The Downtown Garage offers free parking for summer interns working at Downtown businesses.  Interns will need a letter from their employer stating that they are working as an intern for a Downtown business to be eligble for free parking for the summer. JTA Presents Downtown Bus Shelter Options to DDRB The Downtown Development Review Board has approved JTA's proposed design for new bus shelters in Downtown.  The shelters feature solar lighting, more transparent screens, maps, bicycle racks and trash cans.  JTA expects to install a prototype shelter later this summer and begin replacing existing shelters throughout Downtown this fall. Downtown Retail News   Downtown Vision welcomes Downtown's newest retailer! LaShea's 119 W. Adams St. (904) 354-5685 This new restaurant features traditional Southern fare with a Brooklyn twist.  Find all your comfort food favorites, including fried chicken, collared greens, and home-made grits.  If you happen by during lunchtime, you may even hear the sounds of their  saxophone player serenading you during lunch. A Downtown Favorite to Open Second Location The owners of Akel's Delicatessen (located in the JEA building) are opening a new location at 315 W. Forsyth Street, across the street from the AT&T Tower.  Akel's Deli will be home to the same delicious sandwiches, vegetarian and Mediterranean fare that you have grown to know and love, plus some new favorites.  Look for Akel's Deli to open in early of July.       Get Your "Arrrr" On For the Great Pirate Party   Ahoy, scoundrels, scallywags and fair maidens!  The Great Pirate Party is Friday, July 9 from 9pm until, when pirates and pirate fans will revel in the bars and clubs of Downtown to benefit the St. Johns Riverkeeper.  Money raised throughout the evening will help St. Johns Riverkeeper fight the green monster!  Keep the heat at bay with some fine rum or the landlubber drink of choice at eight great Downtown bars in The Core.  Plunder special drink menus, watch scenes from pirate movie classics and be entertained with plenty o' pirate-people watching throughout the night.  Thar be costume contests for sure and treasure enough for all. So, don your best eye-patch and get yer pirate on. Approved to Improve Downtown Jacksonville

On May 13, the Jacksonville Economic Development Commission (JEDC) recommended that the Jacksonville City Council approve Downtown Vision's budget for FY 10/11.  Of the $1.2 million total budget, approximately $840,000 (69% of the budget) will be funded by private properties within the Downtown Improvement District, and $325,311 (27%) will be funded by the City of Jacksonville. The City of Jacksonville owns approximately 30% of the property within the Downtown Improvement District and has contributed to Downtown Vision annually based on the commitment made to private property owners when Downtown Vision was formed to pay an equitable contribution to Downtown Vision for services received by city properties.  The Commissioners noted during the discussion that properties in Downtown contributed $15 million in property tax to the city's General Services District budget, and questioned how much of those tax dollars are allocated to service and maintain Downtown Jacksonville. The JEDC commended Downtown Vision, Inc. on the positive impact of its programs, including the Downtown Ambassadors, the First Wednesday Art Walk, Off the Grid and other events and ongoing advocacy efforts. Downtown Ambassadors are Making a Difference Downtown In February, 2010, Downtown Vision contracted out the Downtown Ambassador Program to Service Group, Inc., a nationally-recognized provider of cleanliness and safety services in more than 20 downtowns in the U.S.  Since then, the Downtown Ambassadors have made tremendous strides in cleaning up Downtown and providing safety patrols and hospitality services to Downtown employees, residents and visitors. Notable accomplishments since March 1 include: Cleanliness - Pressure washed more than 50 block faces - Removed 99 bags of leaves and acorns from sidewalks - Removed more than 11,000 lbs. of litter - Removed more than 150 graffiti tags - Reported more than 180 instances of property damage or maintenance required to city for resolution Additionally, the Downtown Ambassadors straighten and clean newspaper boxes, trash cans, benches and other public infrastructure Downtown, as well as provide spot odor removal, tree trimming and weed abatement services in the Downtown Improvement District. Safety - Reported and/or resolved more than 300 instances of nuisance activity - Provided more than 2,200 miles of bicycle patrols and more than 250 miles of Segway patrols, in addition to daily foot patrols throughout the Downtown Improvement District - Provided 58 escorts upon request Hospitality - Provided directions or assistance to more than 600 citizens - Provided 50 umbrella escorts in the rain - Found and returned more than 30 lost items, including keys, wallets, ID cards and checks If you would like more information about the Downtown Ambassadors, please contact our director of district services, Amy Harrell, at (904) 634-0303 x 224 or via email. JTA Presents Downtown Bus Shelter Options to DDRB The Jacksonville Transportation Authority (JTA) will be presenting three Downtown bus shelter options to the Downtown Development Review Board (DDRB) on May 27.  Downtown Vision and the Jacksonville Economic Development Commission have been working with JTA to request that the shelters offer improved safety features (including transparency and lighting), are designed to reduce nuisance activity, and are attractive, comfortable and easier to maintain.  The shelters will also complement the newly designed JTA signage throughout Downtown. Once the DDRB has approved a final design, JTA expects to install a prototype shelter in July and begin replacing existing Downtown shelters this fall. Prototype Wayfarer Signage The Jacksonville Economic Development Commission (JEDC) has installed prototype wayfarer signage on Forsyth Street.  The sign features examples of directional signage for landmarks, government offices and adjacent Downtown districts.  The JEDC is currently working to identify funding for purchase and installation of wayfarer signage for Downtown Jacksonville. Make an appointment to get inked, or drop by to see work on display by resident artist, Kyle Miller.  This combination tattoo parlor and art gallery showcases all that is unique about Downtown, and plays host to various visiting artists.     New County Courthouse Construction Progressing   Construction on the new Duval County Courthouse continues to progress.  Currently, workers are finishing the concrete structure, and installing exterior precast and glass/curtainwall.  On the interior, progress includes plumbing, HVAC ductwork, metal studs for drywall, fire sprinklers and elevators.  Topping out of the construction is expected in mid-June 2010, with completion in May 2012. Jazz Festival Street Closures May 26 - May 31   The City of Jacksonville has announced street closures and delivery information for the Jacksonville Jazz Festival.  Street closures will begin Wednesday, May 26 and end Monday, May 31 and will impact areas along Duval Street, Monroe Street, Adams Street and Hogan Street.
